The Windjammer cafeteria is free, and most of the smaller second restaurant (Solarium) is free, but they cost further for the lobster and (I assume) the lamb chops. They are absolutely horrible at upwelling and misc nickel and dime expenses. Royal Caribbean seems to focus more on specialty eating places that charge additional for food.
